And then, right there in the midst of the rules for submitting a proposal is a section entitled, "The Cone of Silence." The section makes it clear that those gunning for the contract cannot communicate with elected officials during the selection process.
Maybe you had to grow up in the '60s to be laughing at this utilization of the term...because it was popularized by the TV Spy-Spoof "Get Smart" and referred to a bizarre contraption that was supposed to prevent others from hearing a conversation (but it never worked).
So funny that a colloquial expression from a sixties sitcom has found its way into an otherwise serious legal document.
