The agenda may only be to get readers to click on a story...but a headline that inflames without substance unfairly positions the situation.
In this case, the headline came from a weekend article in Nexstar Broadcasting:
Illinois Doles Out $1.8 Million to 17 Projects to Promote Tourism
Doles. The origin of the word comes from Middle English but, by the early 20th century had come to mean government charity to the less fortunate.
Let's be clear. Government rarely "doles." They also don't "give" or "donate." If government parts with money, it is almost always an "investment" to secure a desired outcome. In this case, the outcome is increased visitation, which results in the generation of non-resident taxes.
Of course, the story goes on to explain just that...but, not before the headline writer gets their chance to make it sound oh so frivolous.
Sigh...
